Bali did not heed. The Guru said, "Do you not know who is asking for three steps of earth? I know who this is. This is Bhagavan Shri Hari in the form of Vaman, the Lord of all worlds, standing as a beggar before you. Do not give. You do not have the capability to give three steps. He will take everything."
Then he said, "Guru, if Bhagavan has come in the form of a beggar, then surely I will give. For it is for him alone that you exist. It is for him that yagna is performed. My life is for him alone. How could I, grandson of Prahlad, be deceived?
I am the grandson of such a great bhagavat. I cannot be deceived." The Guru said, "I curse you if you do not obey my command."
"I will surely give. I accept this upon my head."
The Guru cursed. He accepted the consequence, yet he did not obey the guru's command. He made the resolve to give three steps of earth to Bhagavan.
The Guru was omniscient. He knew Bhagavan. Shukracharya understood who this was. That is indeed what happened. Finally, Bhagavan bound Bali and said, "You acted as a great donor, yet did not heed even your guru's words."
"Now tell me, where shall I place the third step? For with just two steps I have measured all the worlds."
Bali folded his hands and said, "Lord, I have not even bowed to you yet. My hands are bound. Otherwise, I would first fold my hands and place my forehead at your feet. You have measured my wealth with two steps. Place the third step upon me — upon my head.
For I still have wealth, and I do not feel the slightest anger."
Bhagavan surrendered completely. Even today, in the nether world, in the Sutala realm, Bhagavan stands at Bali's door in the form of a vamana, protecting him personally.
